Your "international city" argument is mystifying, but the message is made perfectly clear in another, familiar way. You are unable to bring yourself to call Israel by name.
The. "Z" word is a dead giveaway for those who may trot forward arguments of one sort or another, but have never accepted the right of Israel to exist. That is your real issue. If you are unwilling to go on record with it, at least be honest enough to not trot out irrelevant arguments.
The Balfour Declaration said Jerusalem was supposed to be an international city. The Zionists refused to honor this part of the deal. IMO you can't take the parts you like and discard the parts you don't like, then defend your actions based on the claimed justice of the international law you chose to break. We have a word for that, it's "hypocrisy."
