Pete Seeger popularized this in his "How to Play the 5-String Banjo" book, calling it "a basic strum." It's easy, uses the same basic rhythm as clawhammer, and makes on-the-fly transition to a finger picking style easy. Some call it "Seeger-style," though many folks just call it "up-picking."
