the real problem here is that the talibans are using the civilians as a social, emotional and moral problem for the us soldiers, its a antihumanity tactical idea by the talibans. No one is saying that when civilians get caught in the fighting is a good thing. All that is being said is that regardless of how much effort to prevent then and the fact that enemy wants them to happen that civilian casualties will happen.

Kinda of like saying that there will be DUI related deaths on major holidays.

The only point where it would be wrong would to say that we should not try to prevent them even knowing that civilian deaths will happen.
