You dont inscribe inalienable rights in a Constitution. Basically the way it works is, if Texas or any other state for that matter wanted to secede it would call a General Convention on the matter. At the General Convention the people of Texas by delegation would vote on the matter which is like writing a new Constitution. Only in this case they are voting to withdraw from the Federal Constitutional union, or simply proclaimed it no longer exist for their State.

IE: de-ratify.
