It's not a HAARP ring, good God. It's a cumulonimbus cloud that is developing an anvil cloud, where the moisture droplets in the cloud freeze, and then are spread out by the updraft. The coloring is from the sunlight refracting in the ice crystals, much like a rainbow is created by refraction of sunlight through raindrops.
