It wasn't a "priority" for any administration since the Louisiana purchase in 1803, you dorks. We don't need anymore federal susbsidized educational programs, too many students take advantage of these and don't follow through. People whit 100 million dollars earned that money themselves. This isn't the Soviet Union, go make your own damn money and keep out of the pockets of Americans. Thanks :-)
