yea it does seem a little freaky but all those lights are just added in by the game creators to simulate airplanes in the distance thats why you cant get close to them just because theyre ligts. i made the same mistake myself when i first bought the game. but did you see the flashing red and blue lights airplane altitude markers its basically the animation artists being lazy
