Its all fake! I did a google search and it was the cub scouts invited in the audience that had sound producing devices amplified by the camera crew that was recording the council meeting. It is funny nevertheless. Very good timing. Mayor Leaver has since left the office 9 months after this. She decide not to run for reelection.
