GTA IV has horrible optimization.Consider searching for tweaks.

Nvidia GTX 460 w/ fraps was 28 fps and w/o was around 45 fps. The settings we're set to high. Both Radeon cards failed to get anywhere about 15 fps unless I used the Patches,Game Booster and the hacks.With all of that enabled,I got over 30 FPS.The game was even playable with Fraps recording.I had the settings as low as possible.

@solidenix Your advantage here is your OS and CPU.GTA IV is heavily buggy.But if I'm looking at this correctly,your Pentium is only single core...That's definitely a big chunk of FPS out of the window.The

OK here there are: It's up to 512MB the normal is 256MB memory type : Hypermemory Core in clock in MHz : 300 MHz Memory Clock in MHz : 400MHz I reccommended you to use 4 GB ram and this video card will run better than u use 1GB and use core 2 duo above 2.4GHz. I just said if u use this video card some games will run medium above about 1024x768 or 800x600, and GTA IV the slowest FPS that i ever play with it 15-20 FPS that's all I know

If you guys want a decent card to play this on besides a ati for a cheap price look into a XFX GeForce 9800 GTX+, cheap card and it does the job very nicely. Never had a problem maxing out any game yet :)
