The last verse is a reprise of the first verse. The chord sequence is Em7 A Am Em B7 Em. They end on the Em.

They're just repeating the first verse.

The verses and bridge are in Em, I think the chorus is in G.

It's a more complex song than it first appears.

@123jsbach Yeah.. I think the best thing to just to say that they were the Beatles.. They took chances with song structure that nobody else did at the time. Some of the credit has to go to George Martin.. By their own admission his knowledge of theory and structure helped them immeasurably in the studio. Who knows... it could have been his idea to end the song on a hanging minor rather than a more upbeat major..

It's kind of random, but Wait is actually one of my favorite songs of all time. Maybe it's just me being weird and sentimental because the song reminds me of my younger years for some reason I don't even know, but I feel like there's something really magical about it.
