Actually it is something called the flehmen response. What the horse is doing is driving a sent into his nostrils and sealing it there where the odor can be analyzed by the vomeronasal organ. Certain smells set it off like urine or sweat or things like smoke, medicine, perfume, etc. Some horses never exhibit this behavior, but it is a very normal thing for most. My mare did this more than either of my geldings.
