Rumsfeld is referring to complexity theory, a.k.a. nonlinear dynamics. Look it up. The actual purpose for the Iraq war (few do understand it even though it's fairly obvious) was to DESTABILIZE Iraq, even though they said the opposite. Rumsfeld did his job well in this respect, even though I think that this plan was from the start psychotic, pro-US empire, and pro-authoritarian government for the US.
