Isn't low sulfur coal so called 'clean coal' more prevelant in the Minnesota and Wyoming regions and not West Virgina, he didn't address Rep. Moore's concearns at all.
I think they refer to "clean coal" as low CO2 and emissions no matter what the coal is like as a starting point. Coals can contain a wide range of emissions such as ash, mercury, sulfer dioxide, nitrogen dioxide, and carbon dioxide. All are considered "dirty", but can be handled by processes largely used in more advanced countries than the USA. In the USA, the lack policy clarity and how the economics of who pays for clean-up seems to be what is hurting the job prospects for the industry.
