Phil Gramm's - Gramm-Leach-Bliley Act which removed all the post-depression banking controls was passed in 1999 with the Republican Congress, and only grew with the Republican congress of the first term of the Shrub/Bush Reich. This catastrophic financial meltdown is the end result of Reaganomics that pushed deregulation and giant tax breaks for the rich. The rich got richer and there was very little trickle down. This is the philosophy that McCain embraced as a politician. He would have to renounce Reagan if he is really changing course.
