Viktor Bout was caught red-handed in March of 2008, selling weapons to teh FARC. There was no question as to what he was up to.

In August of 2009, he was freed by the Thai government. US calls to have him extradicted to the US were ignored.

In the movie, "Lord of War", it was implied that Bout works for the US. It's pretty clear now, to me, that Bout is not an asset of US intelligence, but rather the FSB/KGB. Clearly Russians think of this guy as a hero.

Victor is a well known arms trader who sells weapons to terrorist organizations and to several regimes committing genocide in places like Africa. He was wanted in both Belgium and South Africa before the US got involved.Whenever they get close to catching him he has fled to the safety of Russia who will not extradite it's citizens to other countries. That is the reason that he has never been arrested before, he uses false identities to travel and has a safe haven in Russia.

if to count from the year when it has started (according to him - 1998) - it has already been 10 years !

sooner or later Thai court will have to make a decision. coz according to Thai laws he can be detained max up to 180 days. after that either released or charged.
