In fact, it's a relatively small part. And he's not saying every thought takes weeks to develop. He's saying many times when you believe you've "just" thought of something, it's a result of the interplay between conscious and unconscious observations over a long period of time.

I think that your confusion is based on a linguistic misinterpretation.
