The cat will be the boss, otherwise your cat would be dead :s , you have to get a cat first then a puppy so the cat can show the puppy who's boss at a young age then as the dog grows huge it will still see the cat as boss and so will do no harm :)

This dog, based on its body language, is clearly being friendly and playful whereas the cat who's tail is whipping around is obviously unhappy. Cats will only thrash their tails like that if they're feeling angry, annoyed or violently playful. Though you can tell this cat is not playful by its vocalizations.
