When you downloaded the files...

Go to the .../SImcity 4/Plugins folder and unzip them to it. ( not put the downloaded file with .zip . Unpack it. )

i downloaded the nukes and they are better than the nuke plant. but neither of them have a great bid mushroom cloud. that would make it more realistic.
