If I'm not mistaken, this is Bonnie Tyler's version which Jennifer Saunders did a cover of for Shrek 2. It was written by Jim Steinman who wrote most of the songs for Meatloaf's Bat Out Of Hell.

They didn't use anything from "Batman 4" aka: B&R.
It was Batman, Batman Returns & Batman Forever.
This was probably made anywhere from late 95 to mid 97 before B&R was available on VHS or Laserdisc.
