It seems as if your circuit isn't functioning properly. You should see a bar that starts at one end and exstends to the other as the sound gets louder. I had the same effect as your getting when I followed the data sheet for my lm3915 (the best i could I didn't have resistors that were exact but very close) I would recommend you ground pin 8 hook pin 6 and 7 together and use a 1K resitor between pin 7 and ground. After alot of experimenting this has returned the best result for me.
Yeah, it should actually work like mine if wired correctly.

did you try using a variable resistor instead of the 1K resistor?
