I believe that a few reasons are:
Poverty - it cost a lot of money to become a US Citizen
The US only allows so many immigrant/assylees (sp?)/refugees and such each year into the country so the waitlist is very long and they don't want to follow the rules. I'm sure the ignorance about the proper routes and greedy people whispering in their ears that for a few thousand will get them across the boarder and their babies can be American happens too.
