With respect, he does bow. His head is bowed at least 45 degrees when he back up from the wreath @ 0:12. At about 0:15 he lifts his head to allow him to bow again, which he then does as he turns around. Even if this was not the case it clear from the rest of his expression and body language, that he shows respect, and is thoughtful . I think its shameful that the tabloids have tried to use remembrance of the massive sacrifice of our troops past and present as political weapon.
