First, build up the critical level enough to make it available. When they get close enough, Smiles give off a brief flash if they are visible and you're in aiming mode. At the point, hit the X button. Note, though, that they don't work on all types of Smiles (like the airplane or rolling orb ones) though counter can be used to dodge the attack of the Laser Smile.

If you are unsure of how to do something or need some knowledge, ask Iwazaru in any Harman Room during a mission.
