@Netduke That's what I was worried about (temperatures)... But the garage does not dip below about 50 degrees. On a side note, I am not sure whether I'll use flood coolant or my Trico MD-1200 'mister' which I already own...
Looking good. Curious about indicating the drill press table with the heavy vise on it. If you'll get any flexing. Or maybe youre not concerned for that machine.
Make a table that folds down from the wall for welding, and keep the welder in the basement. Given the amount of time your going to spend welding it doesn't make sense to have it setup 24/7. This way you have the garage available for other stuff.
@saunixcomp you'll be tempted to support the outer edge with chains, don't it will restrict you too much. Just make a pair of folding legs. That way your work flow won't be restricted.
@dlmarti That's what I was thinking - I'll either do folding legs or maybe threaded pipe... need to think about it - but I hear ya re: keeping the table top open.
I also like having the welder in the garage in case I'm working on bigger projects where I don't (or don't have room) to bring it into the shop.
Drill press vise not accurate? It is a DP vise and it isn't a Heinrich. I'd be more concerned about the slop in the cheap X/Y table.

CNC mill in the garage may have coolant freezing issues in the winter

One word: tripod!

@yotamkasam1 Too shaky? I usually don't use a tripod because I'm walking around. Maybe I need to make a DIY steadycam...

@dlmarti Great idea... I love it. I'll find a piece of 1/4" plate which I can mount on hinges...
