It's supposed to be messed up, yes. They just removed the "scene change" frames in the video to make it appear as if a face was created out of the scenery and started talking. It's also what happens when you seek (mostly rewind) in badly-coded MPEG files on your computer. :)

this is really amazing, especially when you think about what it is. it's essentially overlaying the motion of one scene on the image of another. who would even think such a thing would be possible? but by removing frames/keyframes from a video, and we arrive there from a completely unexpected direction, thanks to the coincidental way motion compression works. and the result is visually just amazing. this video uses it very well also, with the sweeps and clearing and things.

Actually, it should be quit easy because anyone who works with video compression see this type of artifact all the time -- removing compressed video frames / keyframes and having the video codec try to compensate. However, this is the first time anyone made art from it... which is revolutionary.
