Vandals pure and simple. I'd love to go down that ally with a gigantic paint sprayer that covers all of that gang-culture crap up and then put armed guards to "Shoot-on-Sight" when any of this street scum tries to deface public property again. Notice how you never see any of these ass-wipes painting their own homes?
