Right, government in general terms may or may not take freedoms, but so can corporations/armed men/violent men. So that's the job of government, to maximise our freedoms by curtailing the influence of potential bullies. There should be no penalty for what you do to yourself, e.g. not wearing a seatbelt or even taking drugs, but the government can have a role in educating you of the dangers, to help you out, e.g. pulling you over and reminding you, but without any penalty.
