    Yes, I must admit that a C/Bb7 looks like its upside down. However this is actually a polychord meaning a chord over a chord. The left hand would voice the root (Bb) plus the dominant 7th(Ab) while the right hand would voice a C major triad. This is in fact a Bb13 with a sharp 11. Polychords are often used as a less complicated method to achieve a particular voicing. Hope that clarifies what looks like an upside down chord symbol.
