The reason Seiya looks like a woman is because 'he' is actually a woman, disguised as a man to keep 'his' true identity a secret. That aside though, a lot of men in Sailor Moon do look super feminine, but that's just the style I guess. ^^

This is from the 5th season, known as the 'Stars' season (I think, someone else may correct me on that). This season was never aired in the United States, because the sailor starlights changed back and forth from male to female. The dude with long black hair looks like a girl because he sort of is. Sometime...I've seen those episodes and it's still a little difficult to understand.
