Climate change is the term used because people have been confusing weather with climate. Climate refers to long term trends as opposed to weather which is a snapshot at a point in time. And no, the world has not been cooling for a decade, particularly at the poles where ozone is thinnest and we've lost a huge amount of ice.

Just like there are a few folks who will tell you the world is flat, there are a few of non-peer reviewed "scientific" studies that will assert there is no global warming. That "science" is generally funded by corporations who stand to lose if actions to stop climate change are taken. Obviously if they pour enough money into spreading disinformation they are going to sweep up people who don't understand the science, but see it as politics.
