As Bobbenbike said this is contrary to UTAH LAW. There is no :possible" as stated in the video and on the roads shown in the video the cyclist may use the full lane if they chose to discourage unsafe passing. What a sham this video is.
It is an obviously stupid law requiring cyclists to ride single file on a road that requires motor vehicles to encroach into oncoming traffic lanes to pass safely.
As made obvious by this video, riding two abreast is no more disruptive to traffic flow than riding single file. If I were a Utah resident I would lobby to change the law.

Its rideclous how some of these cyclists get treated by jerk people. I've seen people get to close and, throw things out the window.

Nice try, but Utah law does NOT require cyclists to stay
as far to the right as "possible". check out 41-6a-1105 for yourself.
