If you wanted to associate a singer to the song it would be Kagamine Len (who isn't a real person so the idea of Len owning this sort of gets tossed out the window ^^;;). Valshe, like Usa, is just a nico nico singer who did a cover of the song. It just so happens that Valshe later released a album with SPICE! in it (but Faneru sang it in Smiley*2 as well, so still can't say she owns it).
