teh copyright expired, it was in the public domain for years and everyone aired it. PBS stations, locals, you name it. Republic Pictures got clever. They couldn't copyright the film but they could copyright the soundtrack, thus allowing them to claim sole ownership of the film. NBC was the winner of a multi-year deal for exclusive rights to this film.

This movie is a part of my life, and Christmastime in my family always includes it. We watch it every Christmas Eve, and my uncle pretty much starts quoting it on Thanksgiving.
