Goku hid the fact he was super sayin 3. When Goku fought the green monster on the spaceship, Vegeta knew that Goku was stronger, so he allowed the wizard to cast the marjin spill. Hence, if you have super sayin 3 once before (he practiced ssj3 in after life which he mentioned) then one is at the highest level of ssj2 can go. Vegeta went SSJ2 when he fought Goku but not because of Majin, Babidi unlocked his potential after possessing him.

He couldn't go 3 because of physical constraints, Goku only managed it after Otherworld and then couldn't sustain it for long in the real world.

He couldn't go 4 because he lacked a tail, the blutz wave generator just skipped the need.

They were of equal strength from when he had his potential unlocked, transformations were the only difference after that (and techniques).

If you watch the fight vegeta talks of how he saw people were shocked at how much more powerful babidi's two henchmen had gotten. So he let him self get controlled. vegeta had gotten even stronger than goku, but the goku he got stronger than was the cell saga goku. He didn't know goku achieved ssj2 in otherworld.

In the first Fight Vegeta was stronger because he all the time he was training in more extreme conditions. Goku become even stronger than Vegeta in much shorter time. Also Vegeta had a tail, Goku had not. Vegeta's transformation into ozaruu you remember. Goku had just more potential he was breaking the barriers. He was the first SSJ, he mastered this form, his son become SSJ2 ok, but SSJ3 is a whole another level of skills.
