People didn't "think" they should talk that way... they just did. The New York families F.D.R. & Eleanor were born into had ancestry back to the "founders days" of Manhattan. That accent represents a couple generations removed from the English and Dutch settling of Manhattan. It is different to our ears & often parodied - but that's just what it was.
There was always speculation about her relationship with Lorena Hickok, one of First Lady's entourage of reporters that followed her travels, but nothing has been proven. The only thing we ever need to know about Mrs. Roosevelt, was that she was a great woman and humanitarian.

@SouthHrbrBlvd The accent is called a Mid-Atlantic accent by linguists. Grace Kelly had it, and Hollywood stars in the Golden Era were trained by vocal coaches to use it. That's the way upper crust people on the East Coast spoke in the old days.
