Obama tried, didn't work :). It's still there. I would know, since I live in Utah, and my Father works at ATK, where they develop the engines. Before Obama was elected, they downsized the project to one rocket instead of two, one for cargo, the other for passengers only, which would have saved money in the long run, but not in the short run, so they stuck with just the cargo one.
