@Obliaxe This happened in Hong Kong. The Government in Hong Kong is going to build a high-speed rail-link and so some villages have to be demolished. But the villagers were very angry about that and tried to stop that. In this scene, the Government was going to work on an area of the Choi Yuen Village in which the residents concerned had already moved away (i.e. the area was vacant). But the villagers unreasonably went into the site and protested.
