But SWAT are NEVER the first on the scene (unless they're doing a raid) and by the time they're in action, the bad guys have had multiple warnings to stand down. If there's a raid, SWAT comes in the door yelling "POLICE, GET ON THE GROUND" or something similar.

This was just stupid... If they hade done their job right from the start. They would have the initial transfer monitored by a sniper-team or other groundforce. Not sitting idle on the roof waiting for disaster to strike. Much better would be to demonstrate an entry of something similar.

On a regular term they would only do 2or3 but when lives are taken its usually hold the trigget till they hit the ground even if it means empting clips.
