I've got mine Emperor from the set "Final Duel 1" so, you're wrong, you can find it in other sets than those you said. What I know he appears in 7 or 8 sets, including this set.

one thing i found missing in this set was the ep3 shock troopers.if i recall at the end of ep3 palpitine had 2 shock troopers load anikan on with a stretcher

@michaelmgf i believe the vader transformation happens at yavin because vader and palpatine go on to look out a window after the transformation and look at the death star which was orbiting yavin 4
