Sorry it is not the Recon that flames, It is the body armor called "E.O.B." Employee Of Bungie. A modified version of the E.O.D. chest piece. That is what causes the flames on ANY helmet.
There are ways to modify film clips to change the Armor to anything you wish. The most popular thing that people do is equip Recon Helmet and shoulders, with E.O.B. Chest.
And also to the one below, NO you cannot get E.O.B. without working for Bungie.
