Liars retreat for everything but the elve's blood... For dark elf blood go north of riften to merryweather farm.. For high elf blood go to windelm stables.

@TheDiRTGrime - you need the essence extractor in your inventory. then you must click on a corpse, not a guy, and harvest as if you were searching the corpse for loot.

Already cleared it. So it was my second visit. I just found both a wood elf and dark elf just west at silent moon camp.

You don't have to go through the camp. The spiked trap is right in front of the entrance. Just jump down and fast travel out. Baboom!

@Inv1ctous - view my guide for the actual quest (this is a video response to....) there is a location "liar's retreat" that has everything except the high elf. falmer are there when you first enter.
