The lightbar is (I think) a NAPA brand. The song is an instrumental version of "Money For Nothing" by Dire Straits.

The old city cars were white as seen in the movie and the old county cars were grey, after merger they didn't repaint the old cars, they just removed the old graphics and put on the new Metro markings. When they ordered the first new cars after the merger they were orded in a grey/silver which is the new color of the metro police units.
