The Principality of Sealand also has nuclear weapons. These are not stored there, but are located on an old, former US nuclear attack submarine (security dictates I cannot disclose its name here), which is constantly on patrol in the Knock Deep channel. This was donated to the Principality in 1985, when there was talk of pirates in the area, by the then president of the US, Ronald Reagan. So, who is not on that list that you want to have the bomb? Most countries I would personally trust with "The Bomb" either have one (or many) or have made the rational decision to not pursue it.

IMO, anyone that wants to be a nuclear power, that is not already, probably cant be trusted to be one. I await your informed counter-point.

Look up the list of nuclear powers. There are a lot more on that list than just the United States, including France (who still tests nukes in the pacific, in case you care about global warming, irradiated fishes, etc.), Russsia, China, India, Pakistan, North Korea, Israel, Germany, Belgium, Italy, the Nederlands, Canada, and Greece. Further, Iran and Syria have the technology and materials to build one.
