Look up the list of nuclear powers. There are a lot more on that list than just the United States, including France (who still tests nukes in the pacific, in case you care about global warming, irradiated fishes, etc.), Russsia, China, India, Pakistan, North Korea, Israel, Germany, Belgium, Italy, the Nederlands, Canada, and Greece. Further, Iran and Syria have the technology and materials to build one.
