it appears that the carefully planned k rails that were supposed to direct the water into the middle of the street did the exact opposite and guided the water and debris to the side and down into homes, exactly the opposite of what was planned. on the opposite side of the street it appears that a k rail is broken in two.
can the photographer please give us the time of day this was shot as it appears the water level in the street had gone down when this was filmed.
