it doesnt do either one of those, it just doesnt move ur crosshair so it might be easier for you to aim at a certain point without getting distracted by the moving crosshair

@albincomusic, The only thing I can think of is what is located in your settings when you open fraps. If you go to the Movies tab there should be 3 FPS options. 30 / 50 / 60. Make sure 60 has a black bullet point next to it.

I like mine set as small, but its a personal setting so its up to what you like. Some prefer to have the bigger crosshair and the smaller crosshair and some like it somewhere in between. I suggest you play with each one and try it out and decide for yourself. But i like mine small.
