The war on drugs was a failure because it ignored the massive drug pipelines coming into this country from Mexico and focused on mostly minority and poor small time dealers and users. Drugs will never be stopped but stopping the large shipments and pipelines is imperative IMO. Making the hard drugs more expernsive will push addicts towards softer drugs like alcohol, etc.

That said, if you're serious about this, decriminalize and legalize narcotics.
