well, the obvious thing here is that he is in fact using mousekeys...whether he downloaded a program or not, mouskeys is a standard feature of windows(at least xp and forward) that allows people with a handicap to use the keyboard for moving the mouse....this is used by pressing ctrl, alt and num lock simultanusly...

this is, as confirmed by jagex, LEGIT. using mousekeys can often help you with repetitive tasks and is not considered cheating
