Bot all soldiers say Heil Hitler. It is 1943 and Germany has been bombed. Not all Nazis wear swastika armbands. Mostly that's SS style, but most of the time they only wear armbands at formal occasions. And the sailors were enemies. If you were a spy and had to kill them, - hey it's war.
