I'd imagine this isn't the only fan there. A normal installation would have two fans like this, each capable of adequately ventilating the tunnel by themselves in the case one breaks down.
this fan reminds me of the movie daylight with sylvester stallone which I have on DVD. and haloexpert96 this fan is used to vent the tunnel of auto exhaust fumes and bring in fresh air, otherwise cars wouldnt run and ppl would suffocate and die from carbon monoxide poisoning.
I dont know why but these tunnel jet fans scare me. Probably their demonic noise

I believe the sound is from a variable frequency drive which controls the motor.
