I've got:

Intel Pentium 4 2.8GHZ

4GB RAM

Windows 7 32-bit

Nvidia 7300GT 512mb VRAM

Even when I am running the game on low it only runs at 14-20fps outside and even slower when I'm inside a building. I run GameBooster and clean out my computer regularly. Can anyone help me with this FPS problem?

wow so smooth i get 7 fps minimum with amd athlon 64 3200+ @ 2.00 ghz and a geforce 6150le with 2.5 gb ram, but i think is the gpu the reason that runs very low :(

Yes it's the GPU, I have a 64 3200+ and a 9600GT OC and it runs flawless, and this was when I only had 1Gb of RAM. I'm upgrading to a pentium 4 3.4Ghz and SLI Mobo soon

geforce 6150le is integrated and integrated sucks, get a cheap graphics card and you will see a huge improvement

yeah i already bought a 8600gt i see a very huge improvement in this game with the integrated card i got 2-6 fps now i get 25-50 fps tested with fraps.

my max with 6150 was 7 fps i wrote it wrong :p

Yeah, you should be able to play on all highs with a fine FPS. Your cpu and ram are far superior to mine. I am playing it on medium and getting 28-50fps (over 60 in unpopulated areas) without fraps recording. I am pretty sure that i could run this on all highs without too much of a problem, but i prefer the fluidity that i get on mediums(and it looks about on par with the 360).

Depends on your RAM too, not just CPU and GPU. Fallout 3 especially loves to ear RAM. If you have a gig or more, then you should be able to play it with little lag, but it will lag.
